Separate the phone system from connectivity.
Teams Phone licensing and connectivity to the public telephone network are distinct decisions. Review the available calling approach, geographic requirements, existing carrier and numbers alongside the user licenses. Auto attendants and call queues also need appropriate resource-account planning. We scope these dependencies as part of the project rather than assuming a Teams subscription includes every calling requirement.
Agree the acceptance checks and handover.
